Rayong city — the strongest base for convenience
Mueang Rayong is the best base when you want restaurants, malls, business facilities, easy road transport and the ability to make day trips in several directions. Khao Laem Ya is part of the same national park system that includes Koh Samet but gives mainland travelers coastal viewpoints, rocky shorelines and sunset scenery without a boat crossing. It pairs naturally with Mae Ramphueng and Ban Phe.
Photographers and couples can build a strong one-night mainland itinerary around an afternoon at Khao Laem Ya, sunset, seafood in Ban Phe and a beach hotel. This is distinct from a full Koh Samet holiday because you remain connected to the mainland road network.

Laem Mae Phim and the eastern coast

Choose Koh Samet when the island itself is the purpose and you want to spend most of the trip on island beaches rather than moving between mainland attractions.
Do not book a mainland hotel simply because it appears in a broad “Rayong” search if your real goal is Sai Kaew or Ao Prao. Conversely, do not pay island prices if your itinerary is mainly Ban Phe, Khao Laem Ya and Rayong city.
